The Registered Nurse - High Reliability Organization (HRO) Coordinator is a professional nurse who serves as a facilitator of strong, safe clinical processes across the Medical Center as part of the organization's HRO journey. You will use Patient Safety standards, Systems Redesign (Lean Six Sigma) and Quality Improvement skills to foster the development of an HRO at the unit/service/medical center level. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Licensure: Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: BLS prepared Registered Nurse, minimum of 1 year experience as a Registered Nurse, minimum of 1 year experience with Process improvement/Lean Six Sigma experience, minimum of 1 year experience in project management/healthcare administration, minimum of 1 year experience related to High Reliability Organization, minimum of 1 year of high level of experience with Microsoft Office Suite software preparing and delivering statistical reports, documents, memorandums, and presentations to all levels of an organization to include data management and analysis Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. The HRO Coordinator works collaboratively with each of the services within the Veterans Health Administration (VHA) to build, spread and sustain the organization's culture of High Reliability. These activities include development and instruction on High Reliability training programs, as well as marketing and education for staff, patients, and stakeholders. The Registered Nurse in this position will possess an understanding of clinical treatment modalities, organization, and administration of the VA Health Care delivery systems to include educational principles, clinical information systems, accreditation and regulatory standards. You will steer and impact Just Culture principles, Patient Safety and Lean principles. Duties include but are not limited to, Collaborates with Clinical Teams to develop and implement strategies for improved patient safety and patient care. Works to help break down silos between services to ensure development of strong patient care processes. Assists the Medical Center in implementing priority sections of the HRO Toolkit. Serves as an instructor to teach techniques and methods related to high quality care, such as those fostered by Clinical Team Training, Team STEPPS, and similar crew resource management programs. Serves as a consultant to supervisors regarding implementation of the Just Culture algorithm. Serves as an instructor for Just Culture training for both managers and frontline staff. Functions as facilitator in implementing action plans and process improvement strategies within the healthcare systems for follow up to include regular progress reports. Reviews quality, safety, and value data for trends and early intervention. Applies clinical performance improvement methods, collects outcome data related to policy, procedure, and regulatory compliance and in collaboration with senior program officials and executive management, initiates performance improvement monitoring projects. Utilizes data and comparative analytical processes in recommending design and implementation of innovative programs to improve service excellence, customer satisfaction, and compliance to patient care and regulatory standards. Demonstrate poise and articulate in communicating with people of varied educational levels and varied backgrounds.
